Objectives
The Focus Area on Test Protocols provides a forum for discussion among experts and officials from the governments, private sector firms, and NGOs working together collaboratively to provide input to the process of developing a harmonised international test protocol for CFLs. The aims of the Focus Area are:

to develop an internationally acceptable testing protocol for measuring the performance criteria for CFLs identified by the Working Group on Performance Specifications and
to encourage adoption of this testing protocol by key market actors and ultimately facilitate the submission of this protocol for formal recognition by IEC.

Review and Comment on Proposals. In line with commitments made at the CFLI Stakeholder Forum in London, Version 13 of the Protocol has now been formally submitted (September 2006) to the IEC as a proposed set of revisions to IEC 60969. However, the formalised IEC review process is extensive, and comments are still invited. These comments will be collated with information being generated from the protocol verification testing and formally submitted to the IEC from the CFLI. Future Work Plan
The current draft of the protocol (version 13) is the final version that will be issued by the CFL Harmonisation Initiative and the proposed protocol has now been submitted to the IEC However, the CFL Initiative will provide ongoing comments to the IEC as these comments are received from the CFL Network and from other stakeholders, and as results from the verification testing become known. No formal timetable has been set for these submissions as they will be made on an ad hoc basis
