Objectives
This Focus Area on Performance Specification provides a forum for experts and officials from the government, private sector and NGOs to collaboratively provide input to the process of rationalising performance specifications for CFLs. The aims of the Focus Area are:

 to establish suitable criteria to be measured to enable the performance of CFLs to be rated and to reach consensus on these criteria with a number of market stakeholders
 to establish a suite of performance tiers for groups of these criteria that can be used as performance specifications by a number of market stakeholders and to reach consensus on these performance specifications and
 to establish a marking system that will enable various market actors to easily identify the performance of a specific product and to have this marking system adopted by the market.

Work to Date
There have been several phases leading to the development of the current proposals for Performance Specifications. In particular, the development of proposals for the key criteria to be included and, most recently, the initial proposals for the performance thresholds. Future Work Plan
In line with previous commitments by the CFLI, an internationally acceptable set of Tiers of performance and marking system will be submitted to the IEC with the intention that these performance Tiers and marking system form the basis of a new IEC standard. Proposals are to be finalised in time for the IEC meeting in April 2007. This presents a challenging but achievable timeline for international agreement to be reached on Tiers of performance and a marking system. To meet this challenging timeline, the CFLI proposes the following incremental steps:
